In a time of regulatory uncertainty and upheaval, it is important to understand the various ways to address adverse decisions by the federal government. The Administrative Procedure Act (APA), which sets forth requirements for federal agencies in rulemakings, administrative appeals, and other agency proceedings, is important to understand for those initiating and trying to effect regulatory change across all federal agencies.
